Housing Element Update



What is the Housing Element?

The Housing Element of the General Plan, also called "the Plan to House LA," identifies Los Angeles’s housing needs and opportunities and establishes clear goals and objectives to inform future housing decisions.


On November 24, 2021, the Los Angeles City Council adopted the 2021-2029 Housing Element. On April 21, 2022, City Planning released proposed targeted amendments to the Housing Element for public comment. Both CPC and PLUM recommended approval by the City Council.


On June 14, 2022, the full City Council adopted the targeted amendments. The Housing Element will guide the creation and implementation of the City's housing policy from 2021 to 2029. On June 29, the California Department of Housing and Community Development (HCD) informed the City of Los Angeles that its 2021-2029 Housing Element was in full compliance with State law.


State law requires the City to update its Housing Element every eight years and demonstrate sufficient zoned capacity for housing to accommodate the number of units identified in the Regional Housing Needs Assessment (RHNA). City Planning worked alongside the Los Angeles Housing Department (LAHD, and formerly HCIDLA) on the recently approved update.
